I have purchased a palm grip sander COD130PDS?

How do you attach the sandpaper to the yellow base? I have a velcro pad to which I can attach the sandpaper but the base does not hold the velcro base. The instructions are not clear as they mention 'hook and loop' platens which are not included. Several practical minds at my pub have tried to solve the problem and the conclusion by popular consent is that is that the velcro pad should be "glued" to the base. If this is correct:
1) what glue?
2) if it's glued, how do you replace the velcro pad iwhen it is worn?

Have we :
1) missed the obvious?
2) should we stop drinking?

Any help would be appreciated
