baxi 80e no central heating?

we can get hot water but the water light remains on even without demand for hotwater. this is not allowing for heating. is it an electrical problem or a valve thats sticking?

turn the power off and disconnect the lead on the hot water flow switch (follow the cold main pipe in) turn the power on and you should have heating. If thats the case the flow switch has failed.
