ikon-t boiler pressure too high?

When i turn my heating on and turn the temp up, the pressure goes from 1.5bar all the way up to 3bar causing the water to be ejected via the pressure release valve. Any ideas why the pressure within the boiler is so high to have to trip the pressure release valve?

expansion vessel my need replacing check this by having one of the rads half full of water if pressure doesn't go up then it does need replacing

Looks like the valve core is leaky, will buy a tool and tighten it or replace. Thanks for your help - much appreaciated. Mark.
