problem Vaillant Turbomax Plus 828E error f22?

The boiler works 100% for the radiatoer but once we open a hot water tap it might hold a few minutes or shut off.A error F22 is shown. We had a plumber in that changed the heat exchange and took all the air out, but the problem still persist.

F22 is No Water in appliance, pump cable defective, pump blocked or defective, pump output too low. this is taken straight from the vaillant manual
