How to parition FAT32 with 80gigs?

Hi,
I have loaded MPEG-2 files onto my harddrive. I can see these files on my computer but cannot see them on my TV. From reading these postings, I am guessing the issue is because I have formatted my drive to be NTFS instead of FAT32.

I have tried to follow the manual, but am not given the option to format to FAT32 when I formatted the drive via Windows XP.

Can someone tell me how I can format my 80gig to FAT32?
Using LHD-02.
