Buy a new keyboard. You can get them from £5 nowadays. In my opinion the Dell supplied keyboards aren't very good anyway so use this as an opportunity to get a nicer one.

Pop the keys off, clean pcb with water and q-tips, dry thoroughly ... you might be lucky.
ps.. try using a cool hair drier to dry the board and keyswitches.
