2 Rads- 1 downstairs -1 upstairs, both with new trv's- are not responding to thermostat and come on and stay on full blast. How can I fix? thanks

Take off trv head,possibly bi directional valve on valve body,indicated by 2 arrows,1 in and 1 out,turn heating on,if trv pipe heats first,posistion arrow in to rad on valve body and outwards if its the second pipe to heat,therefore giving you better control over rad with thermostat.
