The screws in the facia have rusted and are staining the PVC. Can I paint the entire facia and can I prevent the screws from further rusting and staining?

the cowboy who put your pvc in should come back and replace the screws with proper stainless steel screws or you can get pvc nails with caps and replace all yourself. You can get good pvc solution cleaner for about £20 ltr with elbow grease should sort stains but pointless unless you change all tin nails.
