Can I fix my TV?

I have a Panasonic CT - 27D11E TV built in March 2001. I have white lines going across the top of the screen. It's like the picture is folded over, because when credits run they go off the top and then come back down upside down and backwards to the bottom of the white lines. Is this an adjustment or a blown resistor or what?!?

It is called 'frame foldover' and is probably due to a failure in the frame output circuit.

You are probably best advised to seek the services of an engineer.
