How can I fix an RCA Color TV that is about 10 yrs old?

The screen has horizontal, thin, white lines that are spaced about an inch apart on the screen with a set of horizontal, thin, white lines that are slightly more faint in the background. They appear intermittently and either fade immediately or appear for several minutes (or longer) before fading. Also, the screen itself looks like it has a transparent film over it, with the picture still visible behind it. The sound is not affected. Would it be worth having the tv fixed or begin looking for a new one?

I have the exact SAME thing happening to my older RCA TV! but about 3 months ago my grandson was pushing sme buttons and the closed captioning turned from black to red and the TV has not been quite the same since, not sure of that has anything to do with this or not...look forward to any answers you may get so I can hold off buying a new TV for a while yet...

Depends, ask for a quote and see if you think it is reasonable. What you are describing sounds like Vertical Foldover, a problem usually associated with dry/leaky capacitors. Unless you are good with soldering and testing components on the logic board, you are better off having someone else fix it for you.
