The leak and the fault are unlikely the same. If the hot water is normal then the radiators are not on, no circulation when a tap is running this is normal, More info on leak position etc.

Prabably the double valve arm washer or the spring

I have also been having problems with my Saunier Duval Combi Boiler - I discovered that it was the 3-way valve by-pass housing which has developed a leak. If that is the case then it's a job for a qualified engineer as to repair it you have to remove half the insides (and turn the gas off!) and the part costs around £120 - £200 (depending upon who you ask). It's the third major fault I've has in three years since having it installed frmo new. If I could afford it I would have the boiler removed and leave it back on their doorstep....!
