Valliant Turbomax 282E Hot Water Cycling on & off?

When I draw hot water, the boiler comes on normally and heats up the water for about 15 to 20 seconds then cuts out. It stays off for about 10 seconds then back on, and so on, water does not remain constant temperature. What is wrong with the thing! Driving me potty!

Possible cause would be the hot water heat exchanger being partially blocked.
