Just bought the car and found the previous owner had an advisory note on the last MOT 3000 miles and six months ago re the shocks! Will irrepairable damage have been done now?

My K reg Rover 218 diesel doesn't stop when I turn the ignition off - everything else goes off and there's a change in engine note, then I have to stall it - any idea's on the fault
