Boiler ignites with no power connected?

I have a Concord WRS 240B. When I re-light the boiler the pilot lights but when the valve is released the main burners light even when thermostat is on zero. This also happens when there is no power to boiler. Do I have a faulty main gas valve?

Yes you do , turn off the gas supply to the boiler, and think about a boiler as parts are very expensive.
