pressure low built in filling tap doing nothing?

Please help just come back from a month away to find the pressure on the boiler 0.4 blue filling tap not working How and where is the external tap to make the pressure correct. P.s we have no instructions for this boiler.

Trace the pipework back from the blue filling tap and you may find an additional valve/isolator which has been closed - hence the blue tap won't work.
