it won't fire up when heating is put on or the tap is turned on and the red warning light does not come on either.

Check the water pressure on the front dial.

If it is less than 1 bar then you will need to add water to the system, do this by turning tap on cold water in pipe, usually below the boiler. Turn off once at 1 - 1.5 bar pressure.

This is a common problem I understand.
