Your water board should supply your home with at least 1 bar of presure if you dont have this report it to them. As for filling the boiler/ heating system check under the boiler you will norm see the mains water supply 15mm pipe feeding you will see a value norm a 1/4 turn or you may need a key which comes with the boiler turn this watch the presure going into the system this should be around 1 to 1.2 bar for the boiler to work this is a safety device built into most boilers.
