external lights and sockets?

if i make sure that all external sockets/lighting go via an rcd does this conform to the 17th edition regs(part P)?

It would if you are part p registered and complete a minor works certificate. Also the work itself has to comply to regs ( correct cable used and so on ).

If you wire a new circuit for this then you would need to test the full circuit and also the incoming zs and ze.

Roberts & Son Electrical, June 2009
The 17th Edition does require circuits to be rcd protected, but there are other factors that need to be taken into consideration for them to comply.

Part P is a system whereby non electrically skilled people (plumbers, ceiling fitters, brickies etc) can certify electrical work without having to first notify building control.
