VAILLANT ECO MAX 824/2E Turns on when not in use?

My VAILLANT ECO MAX 824/2E heats up for a few seconds now and again when I am not running any water, wasting valuable gas and racking up my gas bill. Is this normal? If not, what can I do to solve it from turning on?

It will be the hot water pre-heat. Turn the hot water all the way to the left, off then back to your prefered temp setting. This will turn off the pre-heat.
