Heating Controls?

I have a house I let out and the rent includes heating. Is there a heating controller which needs a password to make changes, and same with a thermostat ? I am trying to avoid heating the place to 85 degrees and then all the windows are opened ! Any one any suggestions ?

I am not aware of a controller that is pass word protected, and you may find that this would not be legal anyway, wouldn't it be better to charge for fuel usage by using a Gas or Oil meter reading? that way your tennant would have the choice of paying to be comfortable or put up with the cold!
