my neighbour has been able for the last two years to switch off mt freeview when i ask him about this he laughs and says there is no way i can prove please help and thanks for taking the time to read this note

You need to put a lot more information here if you want help. What box? How is it getting turned off? How far away is your neighbour? etc. etc.

BTW if it a standard set top box going into standby and your neighbour does not have line of sight to it, it can't be done.
