What does e25 mean on the boiler? I kept resetting the boiler and it kep tripping can't understand as the boiler is only three years old.

Fan on a C40 has an on-board tachometer to inform the Pcb of the actual fan speed, these fans have had problems of this nature, and the boiler should show either a "0", (standby) display or a Flashing Fault code.
Fan is more likely to be fault rather than Control Board

sounds like the fan isn't running at the correct speed to allow ignition sequence to start. i think the fan gives it own speed reading back to the pcb via an internal hall effect sensor, so i would suspect a faulty fan.
