why doesn't my steamer throw the water out?

Why doesn't my steamer throw the water out? It will pick up any water spills but doesn't throw the water in the tank. My steamer is a Bissell Proheat Steam Cleaner. In other words power is on does heat the water but when I try to clean my carpet, It water or cleaner doesn't come out.

Check the heater, if you don't flush the system with water ONLY before turning off the vacuum the soap left in the heater will dry out from the heat and plug the heater.
Remove the heater and clear out the passages with a small wire and blow clear water through it before reinstalling to make sure you got all the junk out.
