Heating will not ignite without hot water being run ?

I have a worcester 24i and the heating will not ignite unless I run a hot water tap. Any explanation of how to resolve this would be greatly appreciated.

Are you saying that when you run a Hot Tap, the Radiators then warm up? please reply with more info as i'm a bit confused as to what you mean at the moment
