halogen transformer humming not working?

This morning I found that the strip of halogen lights in the basement weren't working. When I turn the dimmer on, the transformer "hums"- no lights....Is it the transformer. or the dimmer switch?

As a diagnostic aid - remove the dimmer and replace it with a standard light switch - then you'll know - transformers usually work or they don't work - they go open circuit (sometimes short circuit) - if your transformer "hums" it suggests it's taking power and is probably OK - I suspect your dimmer to be the culprit. But do the test...
