How do I stop my radiators staying cold at the bottom?

Rayburn 355SFW 2 years old with new radiators.
6 doubles and a Towel rail in the bathroom.
Can someone please tell me why after 2 years and countless plumbers(lots of money) I still have this problem.
All the radiators get hot as the pump works fine but they only heat at the top and for about a quarter of the way down each one.
The system and pump works with a pipe stat on the outflow from the Rayburn going straight into the hot water tank.

check the temp at each side of rad if you have one very hot and the other cool
a bockage at valve sludge or pin i trv
b system air locks
c circulation probs
if valves are as above you are getting conducted heat not circulating from pump

if the room temperature is satisfactory and you are sure the system was cleaned prior to the new rads being installed, it isnt that unusuall for rads not to be the same temperature all over the pannel
