The sockets on the TU-DSB31 would normally be labled 'TV' & 'VCR', rather than AV1 & AV2, so you may need to double check those.
Satellite 'TV' Scart goes to TV AV1.
Satellite 'VCR' Scart goes to VCR AV2.
VCR AV1 Scart goes to TV AV2.
On your TV AV1(RGB) will display Sky.
On your TV AV2 will display DVD/VCR.
To record Sky manually, you must select AV2 on your DVD/VCR as the Sky recording channel.
A good test that the corrections are correct is to test the Q-Link functions of your equipment becasue if that works, then your connections are almost certainly correct.
Some other settings to check before proceeding:
In the TV's Menu/Set Up:
AV2 Out = Monitor
In DVD/VCR Functions/Others/Set-UP/Connections
AV2 Input = Video
AV2 Ext Link = Ext. Link 1
To test connections for terrestrial channels:
1) Put TV on to any terrestrial channel.
2) Insert a RAM disc in DVD and hit 'Direct TV Rec' on TV or DVD remote.
The DVD should switch to the same channel as the TV and begin recording.
Displays 'Recording in progress'
To test connections for Satellite Recording.
1) Put TV on.
2) Insert a RAM disc in DVD.
3) Put Sky on (TV will switch to AV1).
4) Hit 'Direct TV Rec' on TV or DVD remote.
The DVD should switch to AV1 (Note: even though you would use AV2 for manually Sky recording) and start recording the selected Sky channel.
Displays 'Recording in progress'.
(Note: Q-Link does not work with the VCR side of your product, it only works with DVD recording.)
Important: With Q-Link set-up correctly as described your DVD/VCR may automatically go into auto set-up if switched on and download the TV tuning as set on the TV. That's no bad thing as it ensures both TV & VCR are identically tuned.
However, if it does, something to note is it will also reset the RF Modulator to OFF. If you require the DVD connected in RF as well, you will need to switch that back on.
To switch the DVD's modulator back on, simply:
1) Turn on the DVD.
2) Press and hold down the Functions button for more than 5 seconds (CH-- displayed in front panel).
3) Use CH up/down keys to set required RF output.
(Normally CH21 for Panasonic TV's)
The VCR channel on your TV (ie. 0) is normally preset to CH21 anyway.
PS. You might also check your Satellite receiver is set to
Video Output = RGB
Picture Format = 16:9
Both found in the Services/System/Picture Menu.
Save and exit.
If you should happen to find any other reason for the problem, I'd be interested to know what caused it.
