system restore for windows xp home edition?

This is the message i get over and over again when i try to open system restore.Doesnt matter how many times i restart pc either.
"systen restore is not able to protect your computer.Please restart your computer,and then run system restore again."nothing helps,not even safe mode...plz advice,help

Firstly,

1) Click on the start button, find and select run. This will open a window.

2) Within this window, type services.msc and click ok.

3) use the scroll bar to locate down to 'system restore service'

4) As you plan on using system restore make sure this service is set to automatic ( not manual or disabled)

5) follow on screen instructions to 'start' service

6) close down window once saved

try running system restore again
