I haven't worked on one of these for years so this is purely from memory and you won't find it in the install manual, but a bit long winded in the answer.
You've done your bunce on new parts, they probably weren't needed.

When you open a tap, the fan should come to high speed immediately, when you close the tap, the fan should shut down to low speed within 6 seconds if I recall or the pilot locks out.

On the opposite side to where the thermocouple connects to the gas section, there is a brass screw, this is the baby you need to adjust.
(T/C connects on the left of the section, screw you need is on the right).

Memory is a bit shot, but if you screw fully in and fully out (count the turns) then set at about 1/2 way, you should be able to establish the pilot, run the tap, a couple of seconds will do, ensure the fan comes on high straight away, when you turn off the tap, count how long it takes for the fan to drop to low speed. If you get it wrongly set, pilot will drop out, adjust the screw about an 1/8 of a turn and try again. If you adjust it in and it takes longer than first attempt for fan to drop, you went the wrong way :o))

It's a frustrating and long winded process of trial and error (keep lighting the pilot etc), but once you get this adjustment right, problem will be cured.
