low toilet BOWL water?

I also posted under bath/shower.
I have a Briggs 430-1.6gpi-6Lpf toilet (2 others are American Std). The level of water in the BOWL seems very low, only an inch or so above the drain tunnel chute. Does not leak out when unused, just doesn't fill very high- leaving most of the bowl waterless. Flapper, bulb etc are ok.
Is there an easy way to increase the standing water level in the bowl?..... Or is this just the way this toilet operates?
