Can we give earthing to neutral wire to reduce neutral Earth voltage. ?

Can we give earthing to neutral wire to reduce neutral Earth voltage at distribution level for UPS otput wiring distribution.

The way we are told to sort this problem, is have only four sockets on a circuit & to therefore wire another socket circuit into work space, with its own rcd\rcbo, this will half the milli amps in each circuit travelling down the earth cable.
never mess about with neutral & earth, could give you bigger headaches down the line ie death via electrical shock.
