Emulsion on wallpaper?

Can I Paint over vinyl wallpaper (plain) with emulsion Do i need to seal it if so with what type of sealer would appreciate any advice

yes u can paint it if its tight to the wall the paper may bubble if it does dont touch it let it dry out if any seams spring stick back with adhesive
