THE SOLUTION
This issue is caused by a miscalculation in programming script and in releasing updates. This can be resolved by uninstalling the security bulletin MS00-078. The most recent version of the Windows NT service pack may also been installed. After the platform has been successfully installed, the most recent security patch can be added. These latest releases have fixed the problem.
