Storage Heaters after a powercut?

I had a powercut the early hours of Friday morning. My storage heaters have gradually gone from their normal maximum heat to completely cold with no heat coming from any of them whatsoever. I thought that maybe the power cut had tripped the fuse but it's all checked out fine. In a Hydro Electric box there is a switch that says off but you cannot access this box. Is it up to my Electricity provider to come fix this, or a normal heating engineer? Surely they can't be totally broken after a powercut?

Heating engineer wont be able to touch them, you need a sparky mate!
