Then it is not blowing the fuse - once blown a fuse is useless.
Your appliance either has no power going to it - socket, fuse, cable, switch, (safety cut out if it has one) control switch, thermostat - or the heating element is open circuit.
If it really is blowing fuses - which I doubt based on what you say - then the heating element is short circuit.
