Firebird Enviromax Boiler "hunting" or start stopping producing low heat?

I have Firebird nearly two years and it has now in the recent bad weather started to "hunt" (start stop) producing heat in time albeit low heat. Would appreciate ideas on what might be the problem please.
Horizontal flue? Been very windy where you are? If so clean photocell and if that solves problem, book a service. If not, a few more details would be handy!
