The orange light shows there is a heating demand. This should cause the fan to start running, this closes the air pressure switch which initiates the ignition sequence. Whenever the orange light is on you should be able to hear the fan running unless the boiler has reached its set temperature. If you can't hear the fan it probably needs replacing. They are a poor design. If the fan is running it might be the air pressure switch.
