How do I prevent water seeping through a metal shed wall?

Water is seeping up on the inside of one part of a shed wall from under the concrete floor and collecting at the base of the wall in spaces between the floor and wall. This is rusting the metal. How can I protect the metal and/or stop the water coming in?

use airline and/or heat gun to get rid of water. blow pva adhesive under (this will help to draw water out of concrete) when completely dry, blow red oxide primer underneath, repeat as required. finish with silicone sealant on outside when dry.
