This is probably NOT virus related.
In your browser's configuration, disallow/block popups.
Switch to Chrome or Firefox. Install the AdBlock addon. Install the No Script addon.
Disable and uninstall all additional toll bars. Anyway, most are useless, even those from legitimate anti-virus.
If you installed some application responsible for those, find what application you installed, or got side installed with another one, and uninstall it.
Next time you install ANYTHING:
Take the time to CAREFULLY read each of the installation screens. DISABLE, OPT OUT, DECLINE any and all proposed extra. NONE of those are needed at all.
