I am trying to tape my programs off of my dvr onto a vcr?

I have dish network and my dvr is full. I am trying to tape all my programs from dvr to vhs. I have hooked it up the way the instructions tell me, but it doesn't work. I have an Emerson vhs emv404. It is directly hooked up to the dvr. DVR out VCR in. I have both on channel 3. What am I doing wrong. I have also tried to ask emerson, but there is nothing about this vcr on their web site and there were 27 people waiting ahead of me on the phone.

Directly connected via 21 pin scart to scart lead from the source (DVR) scart output to the VCR scart input.
Now this VCR scart socket must be selected using the VCR remote control unit in order to record from the source and usually involves selecting the A.V button. Some videos have more than one socket and can be AV1, AV2 or even AV3 if front sockets are fitted. Older videos with 1 scart socket and no A.V button may be channel 0 on the remote.
