It sounds like the popup blocker in your browser is stopping it, or you have a third party blocker installed (Google toolbar has this.
Look for a yellow bar appearing at the top of the page when you click the link.
Also check popup blocking settings in the options for your browser.
Try right-clicking on the link and selecting 'Open in new window/tab' if it is there.
