It sounds like you have a faulty degaussing posistor, it may be simply a bad soldered joint (this component gets quite hot in normal use) If you are not familiar with repairing TV circuit boards then take it to you local repair shop, if you are adept at soldering and understand that some dangerous voltages still exist on the PCB even when powered off and disconnected from the mains then look for a vaugely conical plastic component about 15mm in diameter which has three connections to the board. The chances are that one or more of these joints will be 'dry' and resoldering will cure the problem. In the worst case the posistor is dead - these can be tricky to get hold of so take it to the shop. Hope this helps.
