Should I go under the floorboards or chase above the skirting board and then polyfiller to make it flush?

to add extra sockets you cant just throw your cables in anywhere , you have to abide by the regs which say you have to use certain zones. I would suggest you take your wires under the floor boards, that way you abide the rules and there wont be as much plastering to do afterwards.
