I deleted my rundll.exe file and then realised that Flash etc wont work so I restored it from the recycle bin back into its original folder (system32) but my control panel still wont open, my browsers and preformance is very slow and programs like Flash wont run. What to do?

You need to reinstall windows .... rundll.exe is an executable system file, without it in the proper place in the system registry windows will not load.
Forgive me for asking, why did you delete it or was it by accident ?
