Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

how can i fix this

Never actually seen that fault before, but here goes...have you installed, deletted anything leading up to this problem, if so, then you will have to do a system restore to a date just before this problem emerged. Good Luck.
