How to replace two prong outlets with three prong outlets?

I want to replace the two pronged outlets with three pronged outlets in my house(yes, old house). Can ground and nuetral be jumped together? I won't be overloading outlets. Just want to avoid constant unplugging and plugging of my electric devices. An electric strip with surge protection has three prong plugs. Some of my electronic components in house also have three prong outlets.

In the UK the answer is no and you would be laying yourself open to criminal charges if you did it.
