How can I mend the clutch cable on a Briggs and Stratton 650E series mower?

removed the flywheel to fix that and a new Carburetor and it only sputters and stops running is their a timing mark or a special way to reinstall the fly wheel

Briggs and Stratton starts fine but loses power and barely mows after a short while
