What can I paint my wall with?

I have just steamed off a border and some of the paint has flaked away, after sanding it down what should I paint this area of the wall with prior to emulsion paint as I am sure it will show throught if I don't use someting else first.

Jan, I don't know where you are but you can buy 'stain block paint' by Johnstones that will do this job for you. Screwfix Direct sell it if you're in the UK, £6.99 for 750ml.
