gilera runner vx125 2001 wont start?

i was riding my scooter and then it cut out and then when i try to start its just keep trying to start but sound like its alot fast starter noise than normal

Gilera runner 50cc leak from fuel line/fuel tap?

It only happens when the bike is running ive just noticed a driping of fuel from where the fuel tap and line are connected any ideas??
